The City maintains a robust enforcement program for temporary signs, most commonly “Open House” signs that are placed without a valid permit on City property, or placed in violation of the time, place or manner of regulations that are established under Chino Hills Municipal Code Section 16.38.
Although this program has been active since 2019, we continue to observe violations from both new and out-of-area agents and brokers. Recently, community concerns have been raised with our City Council requesting stricter enforcement. Our staff typically operates sign enforcement during the week and the weekends. We are making additional efforts to ensure compliance by providing subsequent educational outreach.
Important Details (Click here for additional requirements):
- Permit Required: Signs placed in the public right-of-way (ROW) must have a valid temporary sign permit attached to the front and backside of the sign(s).
- Display Days and Hours: Only on Fridays, Saturdays, Sundays, and on observed Memorial Day and Veterans Day, between 7:00 a.m. and 6:00 p.m.
- Placement Rules:
- Signs must be on the landscaped parkway area only—never on sidewalks, medians, tree wells, or near utilities, poles, or hydrants.
- Signs must be at least 50 feet away from designated restricted corners (see aerials linked below).
- Signs must be spaced a minimum of 100 feet apart from duplicates of the same sign.
- Each sign must include the broker or agent’s State License Number, if applicable.
- A maximum of 15 signs per permit is allowed.
Enforcement and Penalties:
- Signs in violation that are removed by City staff will incur a $45 removal fee per sign – no warning is issued.
- Repeat violators may also receive an administrative citation in addition to the removal fee.
- Signs will not be released until fees are paid in full.
- Unpaid fees are referred to collections, and signs will be disposed.
